The World Wide Web Consortium (or W3C) is a commission created by Tim Berners-Lee to regulate the development of The Hypertext Markup Language as well as The Hypertext Transfer Protocol.
It is widely known that the W3C cannot as much as bake a loaf of bread without several hundred megabytes of XML.
